What this bill does
This bill requires the government to give Parliament a chance to review and potentially reject emergency rules before they take effect. Currently, when the government creates emergency regulations during a crisis, Parliament has limited oversight of these powerful decisions.
If passed (voted YES)
- Parliament will have the right to review and vote down any emergency regulations, orders, or rules made by the Governor or other authorities during emergencies
- Emergency powers will still exist but with stronger democratic oversight - Parliament can stop emergency rules they disagree with
- The government will need to follow formal procedures when making emergency regulations, making the process more transparent
If rejected (voted NO)
- Emergency regulations will continue to be made with limited Parliamentary oversight
- The current system remains where emergency powers can be exercised with less democratic scrutiny
- Parliament will have fewer opportunities to check government decisions during emergencies
