What this bill does

This bill transfers all gambling regulation in Bermuda from various government departments to one single authority - the Bermuda Gaming Commission (formerly just called the Bermuda Casino Gaming Commission). Instead of having different ministries and offices handle casinos, betting, lotteries, and cruise ship gambling separately, one commission would oversee everything.

If passed (voted YES)

  • All forms of gambling in Bermuda - casinos, horse racing bets, lotteries, cruise ship casinos, and crown & anchor games - would be regulated by one central gaming commission
  • The commission would collect licence fees directly instead of money going to government's general fund
  • Current gambling licences and permits would automatically transfer to the new system without people needing to reapply

If rejected (voted NO)

  • Gambling regulation would remain split across different government departments as it is now
  • The Minister would continue overseeing betting, the Secretary to Cabinet would still handle lotteries, and the Police Commissioner would keep issuing crown & anchor permits
  • The gaming commission would only regulate casinos, not other forms of gambling

Who it affects

This primarily affects gambling businesses in Bermuda (casinos, bookmakers, lottery operators) who would deal with one regulator instead of multiple government offices. Regular Bermudians who occasionally bet or buy lottery tickets would see no immediate change in their daily experience.
