Government Bill Passed 2023/2024

West End Development Corporation Amendment Act 2024

Simplified for You

What this bill does

This bill merges two government land companies into one new organization called the Bermuda Land Management Corporation. It transfers all the assets and responsibilities from the Bermuda Land Development Company (BLDC) to the renamed West End Development Corporation, and gives the new corporation control over former US military base lands across Bermuda.

If passed (voted YES)

  • The government will have one unified land management corporation instead of two separate entities, potentially making land development more efficient
  • Companies with a physical presence in Bermuda will be able to lease land in these designated areas for up to 262 years (longer than current limits)
  • The new corporation will be able to provide internet and communication services to tenants in these areas, and can grant land leases without requiring planning permission for subdivisions

If rejected (voted NO)

  • The current system continues with two separate land development organizations operating independently
  • Lease terms remain capped at shorter periods, and companies face more restrictions on accessing land in former base areas
  • Land development and management continues under the existing framework with potentially less coordination between different land areas

Who it affects

This primarily affects businesses and developers interested in leasing land in former US military base areas including the Royal Naval Dockyard, St. David's Island, Tudor Hill, and Daniel's Head. It also impacts anyone currently doing business with either land corporation, as they'll now deal with the single merged entity.
